No it's not midnight pst that would be silly.. He said when it becomes 9/9 anywhere in the world. I'm on the east coast and they never make us wait 3 hours for the west coast to catch up.

His exact word were " when it's September 9th somewhere in the world and you have your own copy if destiny" To me that means the server will open way before we can even get our game. No mention of pst or est.
