Does anyone know if I can use the same character on both PS3 and PS4, and not just migrate it from one to another, but play on both ?? So that I can play it with my friends on PS3 and with some new folks on PS4.

Yes you can. You can not cross play, but your guardian is connected to you PSN and XBOX TAG. So PS3 players can upgrade to PS4 and play with their Guardian, but also go back to PS3 if they want to play with old friends who don't have a PS4 yet. Same goes for XBOX 360 to XBOX ONE

But you will need both copies of the game right? Like one for the 360 and another for the xb1? Since the sizes of content is different. Or am I wrong about that?

So one purchase of it on PS4 does not mean you suddenly own both versions (PS3 and PS4) of the game . Also just once again, it's not cross platform but it is cross generational. So you can go from PS3 to PS4 or PS4 to PS3 but you can't go from PS3 to 360 or PS4 to XBox One. Get it?

You are correct. You will need a PS3 copy and a PS4 copy. Same for XBOX or you could have a Digital Download as well. Your Guardians are connected to your PSN and/or GamerTag so you can not cross Platform. Such as XBOX Guardians can not be used on PlayStation and vice verse. Curious on how Bungie.net would keep track if you had all 6?

Characters are cross gamed but there's no proof its cross platform. You may have to test it yourself. If you're getting it for both systems I don't see a problem in using trial and error

Bungie said you can, I did it on the beta my guardian and all my stuff in the vault on my x1 was waiting for me on my 360
