You are correct. You will need a PS3 copy and a PS4 copy.
Same for XBOX
or you could have a Digital Download as well.
Your Guardians are connected to your PSN and/or GamerTag so you can not cross Platform. Such as XBOX Guardians can not be used on PlayStation and vice verse.
Curious on how Bungie.net would keep track if you had all 6?
