I feel the reason the Reef hasn't been shown is b/c it's a precursor to a quest for the VoG. Not much is show to these two and I think the gear from the reef will be the next best thing to have compared to exotics and raid gear. Kind of like an ilvl that would raise the type of epic gear you get from the guys in the tower. It makes sense if that's the case. It also makes perfect sense that you must complete every story quest to get to this point. Anyone feel the same?
