I just now realized that the fallen from the moon are not even enmies, they are like traitors like the elites in halo 2 from the covenant, cause in the reef the queen was surrounded by fallen, but they were green, so yeah all green fallen work for the queen of the reef, and plus we saw one of the reef characters on the moon, so that would explain why there were some small teams there.
