18 or 40 GBs
bungie said it would be 40 GBs, But the xbox says 18 GBs. So which is it?

I would say its 40gbs, the 18 gbs may be 40 gb's but just compressed to a smaller file. Plus they might not have the right info where you preorder it in the xbox store. I would go with what bungie says.
