there are a lot of arguments for and against voice chat. some of them are just stubborn people bickering but a few have some very good points on both sides.
so what i propose is a proximity chat option limited to the area you are in. for example old Russia was divided into what? 6/7 sub zones? at any given time i only every say 6 people in one zone. that way you would still be able to talk with those around you and relay important information such as whether or not an invisible creature that can one hit you is sneaking up on one of the people helping you for a world event. without being over whelmed by all the people in the game talking at once.
and for those who do not want to talk to any one because they are afraid of the trolls ruining their gaming experience they can just flick of the chat option and go about their business like it never existed.
if you vote no please explain why you do not like the idea.
edit: some people are saying "i like it the way it is now" well thats nice... how ever this is not a post asking you how you like the chat is it? its asking you if you think the proposed idea is fair or unfair. and if unfair then why?
edit 2: just to clarify my idea is not to replace the entire chat system with prox chat. it is to be able to add prox chat to the current chat system so that prox chat and fire team chat can be utilized together if you so desire it. that way you can still keep in touch with fire team no matter the distance apart, but you can also enjoy the sociability and advantages of having the choice to talk to near by people as well. in my idea turning the prox chat off will not turn off fireteam chat.

This keeps going around, I want all types of chat. If not proxy. A simple fast way to voice chat with others. Anybody. A quick invite prompt? Voice is needed. We need a text base also. Clan/ friend list in the game? You could text out a message to them all, or one. Text would help with a party finder system ( if, big if ) Emotes! Come on, we can use some more of these. How about just pointing gestures, I point to my lips then my butt!

I think the system is fine the way it is. It promotes people joining FireTeams before doing activities, especially those that want to use voice-chat. I been playing WarFrame recently. There is a matchmaking system and you automatically have voice-chat. Nobody ever talks and some you can hear their mic on, when I try to talk to them they don't respond I just hear them breathing and background noise, don't ask me why they have their mic on then. Right now yeah everybody is gun-ho about it but what most don't realize is people just jumping in a game to have a little fun usually don't talk to other people. You are asking for a feature in a couple weeks only a selected few will use. Could there be better ways for people to communicate or group up with? absolutely! I just don't think proximity chat will be as useful as people think. For now you can click on people you are looking at and can invite them to group. Maybe send a message to their PSN or XBox account first and trying to talk to them. Take advantage of the tools we have and hope something better comes along. I didn't vote yes or no, I am not against it I just don't see it being used. It's one of those things that sounds better on paper. Is it really going to worth the time to develop and test when they got other stuff they could work on?

Social game needs an easier way to be social. We all know how to mute people. I'd love to be able to stop and talk to somebody randomly in the Tower. Who knows the friends I'm missing out on.

It's supposed to be a social game. Proximity chat with the ability to mute. ESRB does not rate online interactions for a reason ;)

I don't think there's been one post saying that there shouldn't be voice chat. Adding an on-by-default public/prox chat means not only extra programming to get it to work right but also some way to mute/report harassing individuals. Then there's the question of what to do with all the players that get repeatedly muted/reported. The Fireteam chat answered for that possible issue quite nicely; it was invite/request to join and whenever you were ready to leave it, you could. The suggestions to simply 'mute all' would work just fine except not everyone is worth muting and if I mute everyone then I've just opted out of almost all possible social interaction. I didn't cast a vote in this poll because I think it oversimplifies the issue. There are specific things about the Fireteam only chat that should probably be revamped/added to make it the ideal system it strives to be. Loading into a team event(PvP, Strikes, etc) should automatically be the same as a Fireteam. Why it wasn't; I don't know and maybe there was some technical reason to send people to orbit and back(?). "Public Event Chat: On/Off" in the settings so that linked guardians can coordinate during public events. Fireteam settings could be kept separate and remain unchanged before and after the event. Joining a Fireteam should be a seamless interaction. Again, there's probably some reason that it involved a trip to orbit and back but I have no idea what it could be. The chat debates aren't simply about 'yes' or 'no.' There's more to it than that. There are specific reasons people have for wanting prox chat. There are possible answers to those reasons that aren't implementing prox chat. The specific reasons for not wanting it are pretty much answered by the system that's already in place.

I completely agree with this. It's all about giving people the choice. It will help teamwork if someone does not have a mic but can still hear the other person or people. I think something along these lines needs to happen.
