Why do Legendary engrams give rare/blue items?
For the 2nd time now i've had a legendary engram drop only to be given a blue not even level 20 item.
Can someone explain this -blam!-ery?

1 ReplyI understand that its RNG, but the drop rate in the legendary engrams is already extremely low. At level 22 i havent a single one. Ive only seen one notification while playing of someone else picking one up. Im not necessarily saying a legendary engram should be a definite legendary item pull, but i think it should at least have the highest chance.
