Why do Legendary engrams give rare/blue items?
For the 2nd time now i've had a legendary engram drop only to be given a blue not even level 20 item.
Can someone explain this -blam!-ery?

This happened to me once and I was really mad. I'm lucky though that I did it again and I got a legendary boots.
