Why do Legendary engrams give rare/blue items?
For the 2nd time now i've had a legendary engram drop only to be given a blue not even level 20 item.
Can someone explain this -blam!-ery?

I got a -blam!-ing EXOTIC warlock helmet from a purple engram when I was expecting a green or some shit. I'm a Titan, and my Warlock friend was quite salty about it.
