Why do Legendary engrams give rare/blue items?
For the 2nd time now i've had a legendary engram drop only to be given a blue not even level 20 item.
Can someone explain this -blam!-ery?

I had 5 legendary engrams today n only got blue stuff, my cryptarch rank is 8 but iv only got 2 legendary items from drops and 1 exotic chest piece.
