Why do Legendary engrams give rare/blue items?
For the 2nd time now i've had a legendary engram drop only to be given a blue not even level 20 item.
Can someone explain this -blam!-ery?

Thank yourself lucky, I just had my Legendary package off the postmaster for reaching rank 3 with the cryptarch, which contained 3 Engrams, I had 1 rare and 2 greens from it.
