You don't get it, you have access to the armory, where you can buy lower level armor and weapons. This is accessible by the Vanguard Quartermaster in the hangar.

If you got the physical version (disk) there should have been a code for the Vanguard armory on a slip of paper I believe. I got it digitally, and there was an option to download the armory seperately.

I downloaded it from the Store, for free, it's called "Vanguard Armory". I'm in PS4.
