Imo that vendor doesn't even belong in the game. After beta he was nerfed so badly, that buying from him is pointless. His reputation is pointless. It SHOULD allow you to decrypt items at a higher level. (better chance for better gear) Instead you have to grind the levels up only for a chance to get an item from the mail kiosk. I've gotten mine to 10 so far, and have only received blue gear. Not even 1 legendary engram. And even if I had gotten a legendary engram, the way this game's loot system works... I'm sure it would have only been a blue/green/or materials. Tell me one good thing about the cryptarch. I'll be waiting.....
