Why did Dr. Halsey make the engines for the [i]Infinity[/i] even though she is a War Criminal?

She didn't make the engines, but she did install them. And while she is a war criminal, she is still the most intelligent human alive. Her expertise in Forerunner technology is unrivaled.

She was shipwrecked on a forerunner shield world with a group of spartan 2's/3's, and found a forerunner hanger. Long story short, ONI turned up, took possession of said forerunner technology and arrested her for war crimes.
