Maybe it is just me, but I did not make the correlation that Public Events were time/location specific. This post here indicates when during the hour they show and where. http://destiny.wikia.com/wiki/Public_Event Doing these allows you to gain faction marks faster and in greater quantity, so not a bad method of getting ahead (especially if you are doing the public event bounty).
