What new things could Fallout 4 even bring to the table?

One of the first disappointments with Fallout 3 is that I couldn't drive a motorcycle or car. There are destroyed vehicles [b]everywhere[/b], and people have the technology to make robots, yet nobody has made a functioning motorcycle or truck. Logic.
