I don't think defense matters in Crucible outside of Iron Banner, but I could be mistaken.

titan base defense is higher than everyone else, even in reg pvp. In IB matches a low rank titan could have less defense than high ranking warlocks and hunters.

It does affect pvp. Only damage and defense is balanced out, every other stat effect counts in pvp, including Armor/Recovery/Agility.
