Thought it'd be worth mentioning the Queen's Wrath missions seem to be unparalleled for getting Legendary gear. For every one of the Queen's bounties that you complete you get a mission order, and can complete one Queen's Wrath story mission per order. They are level 24, but I completed a couple last night very easily on my own (I'm level 26). At the end of each mission I was awarded a piece of legendary armour. Annoyingly enough, I've just worked my arse off to accrue a full set of Legendary gear via Vanguard Marks, so this was a little frustrating. What remains to be seen is a) whether this is a bug and will be patched; b) if the legendary drops only become frequent if you are, for example, level 26+ or already have Legendary armour equipped; c) whether I got VERY lucky (for once in this bloody game).
