I think, im not too sure but what I have seen is that the loot you get on crucible, strikes, etc... its not all random, it depends on how many kills you have done on all your battles... The guy that was at the last position on crucible and get a legendary item, maybe he just get the necesary kills he need to get that reward... So I dont think a huge team like bungie do everything random... You must research more before complaining about something...
