Minimum 3 kills in a match to generate loot at the end. But don't tell anyone it's gonna be implemented. Best way. Afk's will get zip, and be unaware. So they'll quit pvp due to never getting anything.

3 is too high I'm really bad at pvp but have to do it for marks. Every time I turn a corner I get a shotgun 1 shot in the face.

I say doesn't matter what kind, white blue green legendary, because as you know in pvp that's not iron banner, weapons are all balanced. Having a blue or purple would give you some additional perks. But a white auto rifle would indeed be a cheap quick fix

I recommend an auto rifle, doesn't matter what kind, with some decent stability. If you're good at pve then shooting people in the face is nothin new to you. Move slowly, watch your radar, and wait for your chance. You can only be cheesed with a shotgun if you get into their personal space :) hope this helps not trying to state the obvious

I say minimum 3 because we all have that little sister who sucks at pvp but really enjoys it and tries hard. Reward the try-hards, just not the afk's
