The above has left me a little confused. Maybe its the wording or perhaps just me. Are engrams going to be guaranteed to become the item of their corresponding color or are items going to have a higher probability of being random?
Feedback or elaboration from any source would be appreciated. (I'm not sure where I should have posted this so I put it in Feedback, I can change it later if needed).

Yeah... I thought that was a little confusing too. I think they mean it's almost too random so there going to have a better chance of getting rare loot (this I say because they bring in foresight as to why they brought randomizing in the first place to the cryptarch).
