Well lately even those have all been rare. When I hit lvl. 5 I got three legendary, only one was a legendary item. After that I may have gotten only two more....

I haven't seen an increase in higher quality items and ive got the smug SOB up to lvl 23.

Same here, but mine is 24 or 25, can't remember. The -blam!- still gives me greens from blue engrams, and blue from Legendary engrams. And only blues in the level up reward mail. GTFO Cryptroll.
