The above has left me a little confused. Maybe its the wording or perhaps just me. Are engrams going to be guaranteed to become the item of their corresponding color or are items going to have a higher probability of being random?
Feedback or elaboration from any source would be appreciated. (I'm not sure where I should have posted this so I put it in Feedback, I can change it later if needed).

Sounds like they're going to change the decryption process but, like everything else in that article, has not yet been changed. Look for it in a future patch. The only thing that has been changed today is the loot cave and the Queen's Wrath stuff.
