I think the best way to address this would be this:
The better a player does on strikes and crucible, the higher percentage of better more often drops. This means the retards who cant work the stick still get things( not as often or as good) so they still have a reason to play the game and participate in a good player database. However, the better players get rewarded for being better. :)

Personally I think the winning team should receive better chances at drops overall. That way it encourages teamwork and not uber KDR let-my-allies-die-so-I-get-more-kills play.
