This is what I'm thinking happened if all this content was finished:
Bungie: Hell yeah look at all this great content we have for people on launch day!
Activision: woooohoho hold on a second guys split it all up into 2 DLCs and we can charge them an extra 40 bucks for one games content. We have been doing it with the games we publish for years.
Bungie: but that's wrong!
Activision: Well then probably shouldn't of signed that contract with us saying we get to decided on how to sell the game.
Bungie: Wha......What?!?!? :'(
But we didn't know!
Activision: Mwahahaha to late!

Why the hell did bungie even need Activision? For half a billion dollars? Where did that all go though?! It sure as hell doesn't serm like the game cost that much! Bungie didn't need Activision, but maybe Activision was the only way to get Destiny on the PS4. Idk....

Google the difference between developers and publishers. The real question is who thought it was a good idea to partner with activision. I am still hoping that Bungie can pull through this somehow, but partnering with activision...

Really people u dont even know whats on the contract so stop blameing activison if u blame anyone blame bungie for signing it.

Although I'm pretty sure when they read their contract they knew what they were getting into. Activision still blows but a small portion of the blame still lies on the devs.

the point i'm sure lots of people are making is that anyone with a brain knows ACTIVISION is known for doing this. So Bungie signing with them just means they were possibly aware that content was going to be put to the side for a rainy day.
