Destiny the game itself downloads it's own content, the 9mb download may just be what Destiny needs to download the rest. Like a torrent link for instance.

The download for the DLC [i]pass[/i] is 9.5Mb. As this seems to need clearing up for some people: that's the bit of code that tells the game you've purchased the DLC content and to let you know in-game when it's available. It is not the DLC content itself.
