there are rares that are far better than legendaries other than Attack Value
Try playing with any legendary vendor pulse rifle and the black suros and painted suros (rare crucible pulse rifles) will dominate each time.

Most likely that is only in the crucible because of the leveling advantages being disabled. Try those in the Iron Banner or PVE and it's a different story.

indeed but ROF will still play a big role in iron banner [spoiler]a hit with a .22 is better than a miss with a .45[/spoiler] i run my legendary in PvE (high impact/range low ROF) and my rare in crucible (low impact high stability and ROF) when iron banner comes out i will hopefully find a good balance however the rare has 60 less attack points and i fee like that wont be a huge reduction in effectiveness but we shall see.
