Most likely that is only in the crucible because of the leveling advantages being disabled. Try those in the Iron Banner or PVE and it's a different story.

indeed but ROF will still play a big role in iron banner [spoiler]a hit with a .22 is better than a miss with a .45[/spoiler] i run my legendary in PvE (high impact/range low ROF) and my rare in crucible (low impact high stability and ROF) when iron banner comes out i will hopefully find a good balance however the rare has 60 less attack points and i fee like that wont be a huge reduction in effectiveness but we shall see.
