It's pretty common practice for developers to put DLC content in slowly through patches and such so they can test it in the actual game. This way you can have smooth DLC releases relatively bug free. the actual expansion is only 9.5 mb because thats the size of the bits of code which unlock the content for you. if you could actually download the DLCs why don't they release them now?
Icons and a (really small) map really prove nothing that anything was cut. Usually when you have a large developing studio like bungie you delegate tasks to certain groups so that way everything gets done in a timely manner. So it doesn't surprise me that they already had content for the expansions pre-release.
Even if they cut anything it was because they couldn't finish it within Activisons release dates. Anyways, now bungie has more time to polish out this content so it is the best it can be.
It's pathetic to assume on so little evidence. If they had voice-overs, Actual bosses, and playable missions i would agree. But you don't all you have to show is, what seems to me, unfinished content.
