Oh yes, there is a difference. What bungie has done is lock content already on the game disc (I wonder how much of that 20 GB is locked).
DLC = downloadable content. Bungie is advertising their "expansions" as downloadable content when it obviously isn't.

Apearently you missed the part where i said this has been done with DLC for awhile with many different companies.
