No, the user interface to access the future dlc is on the disc.
That is all that has been confirmed, some buttons on a menu.
If some buttons on a menu is the entire dlc I'm pretty scared for the future of gaming
edit: and it's not like the areas you can glitch into are finished, including them on the disc makes sense to me - they only have to patch the area already on disc instead of downloading the entire area as a whole.

The only reason those areas are not "finished" is because the scripts and plugins have been disabled for those areas.
