Content on a disk isn't any indication that something was "cut" from the game. Expansions/DLC is prepped far in advance of it's actual release, and often data will be made for it and place on the disk, so the base is on there. This isn't anything strange and is common in game development.
I guess everyone see's something as "If everything that's been worked on up to the date of release is not included, then the data has been cut. Even if said data is not finished/prepared."
