This is extremely common practice, chances are they have been working on the DLC content for months before the game released, anyone who is upset by this has no idea the amount of time and effort it takes to keep a project like this going. They can't just churn stuff out in a couple of weeks. It takes the entire team working together and then some to bring content to us. So of course there is stuff in the game data that is there waiting to be turned on.

further more of course content was cut, in a game like this they are working on stuff right up to release date and beyond... you ship the parts of things that can be put in place already so that way you dont run the risk of causing major mishaps trying to push huge things at once.
