To be fair, DLC downloads for Xbox One are usually only 8MB but you will get a huge patch with all the DLC attached to it. The store file is just the unlock. It's kinda BS because it forces people to fill their hard drives with data they will never use, but it's probably also done to allow them to see the DLC they don't have (like the Compatibility packs for 360 games).
