No they didn't. And you thinking contrarily doesn't change that fact. They paid for the game and they got the game. But the game doesn't mean everything on the disc.
And you should read the back of the game box sometime. By opening and playing the game you agree to the developer/publishers EULA. Which specifically states that you're not buying the game but instead are being given a liscence to it. The developer/publisher sets the rules and is largely immune to everything except the most serious cases of fraud (Aliens CM.)

You do realize that even if you could successfully argue your position to a court of law and get a favorable ruling the first thing developers and publishers are going to do is exactly what they are doing right now; finishing the game and DLC before certification. Just instead of stamping both into the disc, they'll just sit on the DLC and release it as a big GB download after the game launches.
Nothing changes, except the customer gets dicked over since the DLC has to actually be fully downloaded and installed to the hard drive instead of being read from the disc.
But at least you get your satisfaction of having "everything" on the disc you bought.
And the OP, the OP-OP, has still failed to prove that this content was part of the original game but was removed by order of either someone at Bungie or Activision to be sold at a later date. All he has proven is that the DLC, or most of it since 10MB downloads for an unlock key is too much, is on the disc waiting to be unlocked/completed.
