You know what I think? I think Microsoft was always on top of Bungie because they needed the halo games to sell their consoles.
Activision doesn't give a shit so none of that quality control.

Activision should give some kind of guano, they have a lot of money invested in this little venture. Maybe they miscalculated the audience, who knows?
