It's what they decided was DLC, regardless of when it was ready. CoD producers decide on how many maps will be on the disc and playable, then we have to endure large patches for several DLCs. If they locked it and had it ready Day 1 they would STILL do the same,... Expansion content is extra regardless of when and how you get it.
