Yes but the server needs to host the instance for the content. You could potentially trick the game with a server of your own creation. but as far as I'm aware the game doesn't have a tool for hosting a local version of the game.
So in short that server is still required, it's fairly common for many online games. So if you wanted to see an "assembled" version of the disk content you still need a host server. You can view everything individually but not as a whole. Wow uses this style a lot and is why data-mining for that game is relatively easy.
