I also noticed that most of the downloads are handled through destiny (IE download on the splash screen) and not by the PS4 download notification system which only downloads very small chunks. Not sure on other consoles. But it might explain the 9.5mb size....we will see when they actually release the content.

I think it's more likely because it's still in Dev (assuming you believe bungie ( I do, but others, not so much...)) if you think about it you can't download something that doesn't exist yet

They could have given us the whole 10 year plan at once and they would still be whining there is no content as they consume it as fast as possible.
