When you say they're running through a map, are you on the same Fireteam? If so, that's a little rude by them but perhaps they've seen that same level or Strike possibly 20 times already and are speed-running it.
If you're out on Patrol...well then others are free to do as they please, though I'm sure that's not the case.
Typically, I go through a mission with a Fireteam at the pace we set each other. If someone is lagging behind, then I typically slow the pace a little until everyone catches up.

Perfectly said. I was in a skirmish match and our team worked together cohesively. First heavy weapon ammo came up and two of us held covering position while the third grabbed the ammo the we ran to the next heavy ammo, that 1st person who grabbed it kept a covering position while the other guy grabbed ammo. We stuck together and never had a respawn, all revives but perfectly apart so as to not get ambushed by the same rocket. Best part of all, all randoms with no communication. Why can't there be more teams like that.
