Option 1- FREE weekly small updates and changes, then we pay for the big DLCs (expansions) for them to have an incentive to keep working on it....oh wait....
Option 2- pay 15$ a month and then big dlcs for free would be ok.
Option 3- go get a job and work for free because that is what you are asking from bungie... or maybe they could put ads in the loading screens lol
