Can't say it's been my experience, I just ground out 25 of them for the Bad Juju and in the beginning I took my time and done them 100%, by the end I was sick of strikes and I raced right through to the final boss, for 25 strikes not one single Legendary Engram or weapon.

You didn't kill anything why do you expect to get a legendary engram??

I did, for the first 18-20 strikes, then I just stopped killing everything and raced to the end.

The night before I ran a handful of Strikes and got 2 Legendary Engram drops and last night got a Lengendary Pulse Rifle from a blue helmit Engram. It's always up to chance but you're killing your chances by avoiding half of the enemies because they don't take long to kill and the bullet sponge boss is where most of the Strike time is spent.
