The darkness zone is the only place considered the strike zone and it'll spawn high level mobs. The low level mobs are just mobs in public areas, AKA patrol. So if you wanna kill the low level mobs, you have plenty of time doing it in patrol. Of course, some people enjoy doing patrol stuff in Stirke, but you can't force that idea onto everyone. Most people still do patrol stuff in patrol and strike stuff in strike.
