I think you're wrong. You can get exotics from the rewards. I got The Last Word. The only reason I've been flying through the strikes is cause I'm desperate for Hard Light and Icebreaker.

(i.e. Nightfall, Weekly Heroic, Raid) I pulled my Ice Breaker from a Gorgon chest in the VoG as a 23 Titan (thanks clan for letting me be dead & carried through Atheon!). Just goes to show they're random.

I don't really care if I get hard light. But I really want ice breaker and hawkmoon.
