You're more likely to get Hard Light or Ice Breaker from truly legendary/exotic rewards. (i.e. Nightfall, Weekly Heroic, Raid)
I pulled my Ice Breaker from a Gorgon chest in the VoG as a 23 Titan (thanks clan for letting me be dead & carried through Atheon!). Just goes to show they're random.
