Not true actually. I have had at least 1-2 blue drops a strike by killing every single legendary.
I have been able to buy 2 legendary guns with my marks. I have gotten 10+ Legendary guns from BLUE engrams just from drops.

Yeah, you honestly are lucky. In about 6 hours of play time my brother got five legendary engrams while I got none, also he got two shaders from the cryptarch mail. I have more play time but less to show for it because of RNG, only thing I got lucky with is the thorn bounty and pocket infinity but other than that nothing. Only thing I have been lucky with is mote of lights which I got about 70 more than my brother at this point.
