Those increases in chances are in the end game roll, not the drop rate from enemies. It only seems like you get more drops from the level 24 strike because there are more enemies in a shorter time.
I get the same number of rare drops in the level 8 strike than I do in the Tiger Strike.
And if he turns out to be right that the drop rate increases for higher level strike mobs, then what difference does speed running through it matter? Nearly every single one except the Moon strike require you to kill all the enemies to progress. The twenty extra on the way to the strike start don't matter.
