And people with the lowest KD in crucible have been rewarded it and level 10 people have gotten it from a legendary engram.I suppose they "EARNED" it too?

It may be simple for people who are avid fps players. I only had a void sniper rifle and the last fps I played seriously was BioShock infinite.
