Level 29's and 30's don't want more gear. They're already capped. They just want to finish up bounties. If you see a level 20-28 rushing through, he's a -blam!-ing moron.

Unless they are a 29 who is leveling up some alternate legendary and exotic armor. Then their level will appear lower than it really is. And they are focused on the bounty xp and end of mission xp, not the rinky dink amount in between.
